SAP payroll in Ukraine: what the system has to handle, and three ways to run it
Rules checked on 23 October 2026. Rates and limits that change every year are not quoted — each section says where to check them.
Groups that run HR and finance on SAP usually ask the same question when they set up in Ukraine: can payroll accounting for Ukraine run in SAP as well? Technically, yes. SAP delivers a Ukrainian payroll version for its on-premise HR software, and added Ukraine to its cloud payroll, SuccessFactors Employee Central Payroll, in the second half of 2026. Whether the calculation should run in SAP is a different question. The answer depends less on the software than on the local payroll rules: how they are built, and how often they change.
This briefing explains where Ukrainian payroll departs from a typical group template, what a payroll engine has to calculate, and the three set-ups we see in practice.
1. Why a group template does not fit as it is
Ukrainian payroll has few elements, but it is strict about timing:
- Two paydays a month, no more than 16 calendar days apart, and no later than seven days after the period being paid (Labour Code, Article 115). A monthly-only payroll run does not comply.
- Tax travels with the salary. Banks accept a salary transfer only together with the payment of personal income tax (18%) and military levy (5%) withheld from it. The employer's single social contribution (22%) is due no later than the 20th of the following month. The payment process therefore has to post and pay tax with every salary payment, including the advance.
- Pay is in hryvnia (Law "On Remuneration", Article 23), so a group payroll in euros or dollars needs a conversion and posting rule.
- One combined monthly report on income tax, military levy and social contribution, filed electronically within 20 calendar days after the month ends.
The bigger issue is how often the rules move. In less than two years: the military levy rose from 1.5% to 5% on 1 December 2024; employers who are individual entrepreneurs switched to quarterly reporting in January 2026; and a revised form of the combined report applies from 1 August 2026, under Ministry of Finance orders No. 243 of 7 May 2026 and No. 284 of 26 May 2026. Each change means an update, a test and often a new report format, on Ukraine's timetable, not on the group's release calendar.

2. Average earnings: the calculation templates most often get wrong
Many Ukrainian payments are not a fixed amount but a person's average earnings: annual leave pay, compensation for unused leave, business trips, severance, forced absence, and every other case where the law "keeps average earnings". The method is set by the Cabinet of Ministers in the Procedure for calculating average salary (Resolution No. 100 of 8 February 1995), and it has two different bases:
| Payment | Period | Divided by |
|---|---|---|
| Annual leave pay; compensation for unused leave | The last 12 calendar months before the month of the leave or payment | Calendar days of the period, less public holidays and non-working days |
| All other average-earnings payments (business trips, severance, forced absence and others) | The last two calendar months before the month of the event | Working days (or hours) actually worked |
The details are what a payroll engine has to reproduce:
- Bonuses are spread. A quarterly or annual bonus is not counted in the month it was paid. It is spread over the months it was earned for, in proportion to the working days worked in each (point 3).
- What counts differs by base. For leave pay, the 12-month base includes earlier leave pay, business-trip pay and sick-pay benefit. For the two-month base, the same amounts are excluded (points 3 and 4).
- One-off payments never count: compensation for unused leave, material aid, severance, travel allowances, payments for anniversaries and holidays, pay from a second job (point 4).
- A minimum-wage floor. If the salary is below the statutory minimum wage, the average is calculated from the minimum wage, pro rata for part-time contracts (point 4).
- New employees. With less than a year of service, the leave base runs from the first of the month after hiring; a month counts in full if the person started on its first working day (point 2).
- Public holidays inside a leave are not counted as leave days and are not paid as leave (point 7). While martial law lasts, public holidays are working days (Law No. 2136-IX, Article 6), so the system needs a switch for when this rule applies again.
- A wartime rule. Months for which payroll data are missing because of hostilities are left out of the calculation period (point 2, added in April 2022).
- Monthly averages. Where the law speaks of average monthly earnings, as for severance of at least one month's average earnings (Labour Code, Article 44), the daily average is multiplied by the average number of working days per month in the calculation period (point 8).
Income tax calculation is the easy part. The accuracy of leave pay and severance depends on these rules, and in a standard payroll system they are not settings but calculation logic: separate cumulation rules for each base, bonus apportionment by period, and a minimum-wage comparison. Whoever configures them has to test them against Ukrainian cases, and re-test them after every amendment. The Procedure has been amended five times since August 2021 alone.
3. Sick pay, leave and the Pension Fund
For the employee's own illness or a non-work injury, the employer pays the first five calendar days. From the sixth day the benefit is financed by the Pension Fund of Ukraine, but the employer still runs the process. When the electronic sick note shows "ready for payment", the employer calculates the benefit and applies to the Fund, which finances the amount paid out through payroll. The benefit depends on the insurance record (50% to 100% of average earnings) and is capped. Care for a sick child and maternity leave are financed by the Fund from the first day.
For a payroll system this means three things: an interface or manual step for electronic sick notes, a settlement account with the Pension Fund for the benefit it finances, and a split of one sickness absence into employer-paid and Fund-financed days. Annual leave is at least 24 calendar days, paid before the leave starts unless the contract says otherwise.
4. What martial law adds
- Mobilised employees keep their jobs, but since July 2022 employers no longer pay them average earnings during service. Payroll has to keep them as employees with no pay, not as leavers.
- Suspended employment contracts mean no salary for the suspension period.
- Missing data: the exclusion of months without payroll data caused by hostilities, described above.
The background is in our briefing on employing people under martial law.
5. Three ways to run Ukrainian payroll in an SAP group
| A. Calculation in SAP | B. Local payroll system, linked to SAP | C. Outsourced payroll, linked to SAP | |
|---|---|---|---|
| Where the calculation runs | SAP's Ukrainian payroll version (on-premise or Employee Central Payroll) | Ukrainian payroll software run by your own accountant | The provider's Ukrainian payroll software |
| Who keeps it compliant | SAP ships updates in HR support packages; your SAP team imports, configures and tests them | Software vendor and your accountant | The provider |
| What SAP receives | Everything natively | Postings, master data, reports via an interface | Postings, master data, reports via an interface |
| Typical fit | Large Ukrainian headcount, group standard required | Mid-size entity with an in-house accountant | Small or growing entity, no local payroll team |
A. Calculation in SAP. SAP's on-premise HR software has a Ukrainian local version, "Payroll Ukraine (PY-UA)", which SAP describes as running payroll "in line with business and legal requirements in Ukraine" (SAP Help, HCM Local Version for Ukraine). In the cloud, SAP added a local version for Ukraine to Employee Central Payroll with its 2H 2026 release; it needs the HR support package that SAP delivers in November 2026 and cannot be used before then (SAP Help, Employee Central Payroll – Ukraine). Employee Central, SAP's cloud core HR, already carries Ukrainian fields such as military registration (SAP Help).
Two points decide whether option A is realistic. First, timing: SAP ERP 6.0, which carries the classic HR payroll, is in mainstream maintenance until the end of 2027, with optional extended maintenance until the end of 2030; SAP S/4HANA has a maintenance commitment until the end of 2040 (SAP News, February 2020). A group still on ERP 6.0 should not build a new country into a system it has to leave within a few years. Second, people: an SAP payroll implementation still has to configure the local version for your pay elements and bonus schemes, and every change in Ukraine has to be imported, tested and filed. In our assessment, option A pays off where the Ukrainian headcount is large enough to justify an SAP payroll team that follows Ukrainian amendments, and where the group runs its other countries on the same SAP payroll.
B. A local payroll system, linked to SAP. Payroll processing runs in software written for Ukrainian rules, which its vendor updates when the law changes. SAP receives what the group needs: payroll postings by cost centre, employee master data and headcount, and the reports for consolidation.
C. Outsourced payroll, linked to SAP. As B, but the provider does the payroll accounting: the calculation, the payments and the reports. It also carries the compliance work.
6. What the interface to SAP should carry
Whichever of B or C you choose, agree how the two systems integrate before the first payroll run:
- Postings: gross pay, income tax, military levy, social contribution and net pay, by legal entity and cost centre, mapped to your chart of accounts. Two payment runs a month mean two payment postings.
- Liabilities: tax and contribution payables, the settlement with the Pension Fund for the sick pay it finances, and the vacation reserve if the group books one.
- Master data: hires, leavers, salary changes and absences, with one system named as the source for each field.
- Reconciliation: payroll totals against the general ledger and against the combined tax report, every month.
- Format and timing: file or API, which day of the month, and who corrects a rejected upload.
A checklist before you decide
- Count the Ukrainian headcount, now and in two years.
- Check what your SAP release supports for Ukraine, and until when: ERP 6.0 mainstream maintenance ends in 2027, and Employee Central Payroll covers Ukraine only from the November 2026 support package.
- Before you implement anything, test the average-earnings logic on real cases: a leave after a quarterly bonus, a severance payment, a new hire's first leave.
- Plan who updates the system when Ukraine changes a rate or report form, and how fast.
- Agree the posting, master-data and reconciliation interface before the first run.
How ClarusApex can help
We run payroll and HR administration on software built for Ukrainian law, with checked entries and HR documents generated automatically, and connect it to SAP, Oracle, 1C, time-tracking systems and bank feeds. The integration set-up is included and takes about a day. For groups that need Ukrainian payroll data in their corporate SAP and consolidated reporting across entities, see payroll outsourcing in Ukraine.
